
Naples, FL – A former Naples property manager is reported to be incarcerated in Colombia after being sought on multiple fraud allegations tied to Southwest Florida condo associations.
What happened
In 2022, numerous condominium associations in Collier County brought legal action against Orlando Miserandino Ortiz and his company, American Property Management Services (APMS), claiming he diverted millions of dollars in fees and dues by placing community funds into accounts under his and his company’s names.
The allegations escalated to a federal grand jury indictment in January 2024 that charged Ortiz and his business partner (and wife) with wire fraud, conspiracy, money-laundering and failing to file tax returns.
Most recently, an Argentinian online publication reported that Ortiz is in Bogotá’s La Picota prison awaiting extradition to the U.S., while his wife and business partner remains at large.
Impact on condo associations
Affected associations alleged that, because of Ortiz’s actions, insurance premiums for association employees went unpaid, utility shutoffs were threatened and standard bills could not be settled.
Court documents show nearly 30 condo associations filed suit against APMS in 2022, and the estimated loss is reported to exceed $70 million.
