📋 What Happened
A roofing company that has been a household name in Collier County for decades has abruptly shut down, and the customers who trusted it with deposits of thousands of dollars are now holding bounced checks and no recourse from the company itself.
Kelly Roofing, which merged last year with Integrity Roofing, sent letters to customers this week announcing it is unable to meet its financial obligations and is winding down all operations. The letters attributed the collapse to a sudden reversal by the company's lender.
"Unfortunately, our lender changed its mind overnight and froze the account early Tuesday morning," the letter read. "The Kelly Roofing/Integrity Roofing business is currently insolvent and winding down all operations."
A notice mirroring the letter was posted on the door of Kelly Roofing's Collier County office. Company representatives have not responded to media requests for comment.
💸 What Customers Are Experiencing
The human cost of the collapse is playing out across Collier County right now, and the stories are strikingly similar.
Jerome and Valerie Palmieri of North Naples paid a $10,800 deposit on July 15 to replace their roof, citing the company's stellar community reputation as the reason they chose Kelly Roofing. Five days later, a FedEx delivery brought an abrupt change: a refund check and a notice that the company was halting all new contracts. When the Palmieris deposited the check, it bounced.
Naples resident Andrew Aste paid a $5,650 deposit for a new roof after his insurance company mandated a replacement. His refund check bounced as well. When Aste contacted his bank, he was told the company's accounts had been frozen amid a fraud investigation. Aste said he and his wife live on Social Security and a small pension, this amounts to approximately two months of income.
A third customer, who asked to remain anonymous, reported paying $25,000 for a roof replacement that was left unfinished. Materials for the job remain sitting outside their home. That customer received an email describing the situation as a restructuring at the ownership level and a pause in production.
⚖️ The Legal Backdrop
The collapse doesn't exist in a vacuum. Court records show a complex, multi-million-dollar legal battle surrounding the Kelly Roofing and Integrity Roofing merger, involving allegations of multi-million-dollar fraud, manipulated job costs, and covert damage to online branding following the termination of a former Integrity Roofing executive.
Kelly Roofing sued former Integrity Roofing president Chantelle Flores last year with various accusations related to fraud. It remains unclear whether the litigation played a role in the sudden account freeze.
After WINK Investigates' reporting appeared, Flores' law firm issued a statement describing her as someone who built a successful company, found a merger partner she believed in, and is now living with the fallout of a sale that threatens to destroy the company she built and the lives of many customers. The statement said Flores intends to pursue every dollar she and her customers are owed and is determined to find out when Kelly Roofing's executives and its owner, Monument MicroCap, knew the company could no longer meet its obligations and what they did with that knowledge.
No representative from Kelly Roofing, Integrity Roofing, or Monument MicroCap has responded to media requests for comment.
📞 What Customers Should Do Right Now
If you paid a deposit to Kelly Roofing or Integrity Roofing and have not received a refund, or received a check that bounced, here are your options:
File a complaint with the Florida Department of Business and Professional Regulation at myfloridalicense.com or call 850-487-1395. The DBPR licenses contractors in Florida and can investigate consumer complaints against roofing companies.
File a complaint with the Florida Attorney General's Office at myfloridalegal.com. The AG's consumer protection division handles contractor fraud.
Contact your bank immediately about a bounced check, your bank may have dispute options, and the fraud investigation flag on Kelly Roofing's accounts creates a paper trail.
Consult a Florida-licensed attorney about small claims court options for deposits under $8,000 or civil court for larger amounts.
Document everything — contracts, receipts, cancelled checks, text messages, emails, and photos of any unfinished work on your property.
